Although I don't do computer repair/tuneups now, I occasionally help someone who is in need.
I recently came a laptop that was so slow, I couldn't believe the user kept using it. More Amazingly, when I opened his IE, I was shocked at all the toolbars he had posted on his browser. In addition his browser was hijacked.
Many people don't realize, that most of these browser toolbars are a form of spyware.
They send pop ups, change browser settings, and monitor surfing habits.
So wouldn't your antivirus/firewall catch them?
These toolbars are getting very sophisticated, firewalls and antivirus won't block or detect them, because they integrate with the browser.
Most can be uninstalled in the Windows add/remove function (control panel) or its packaged uninstaller, or in some cases you will need to use a Anti-malware program.
When installing new software, always read the installation steps.
When asked if you want to accept a toolbar installation, CHECK NO, OR UNCHECK THE BOX.
