With regard to the prophetic aspect of this verse, especially on Easter weekend, I would point out that we (Jews and Gentiles) are all the dogs that surrounded Christ (v 16), as hounds surround the prey being hunted. We all are the band of evildoers that have surrounded Him, putting him to death.
