It would really depend on what one already has as far as equipment, materials, facilities, advertisements, signs, etc.
I would say a primary task is to make the plant as visible as possible. The easier it is to locate the better. It is really quite surprising how few people will pay serious attention to such matters, but it is worth doing quality signage and advertising that is CLEAR about times, location (with arrows if necessary). Also, quality sound and video seem to be fairly significant features in our modern church developments, but this depends on how the plant will begin...in a special facility, in a home, school, etc. I must say that it is quite difficult to advise someone on this matter without any knowledge of specifics (of either yourself, location, plans, etc.). Do you have a parent church or church planting advisor that might be able to better assist you in this process?
